James Robertson of the Atlantic Systems Guild argues that requirements analysts must also be inventors. "When it comes to the software that we build for clients, we must invent some of it," states Robertson. Connie Heitmeyer of NRL counters that designers, not analysts, should design. She argues that "The requirements analyst's task is largely one of discovery: By studying existing documentation, eliciting requirements from customers and domain experts, and analyzing the documented requirements for flaws, the analyst discovers (rather than invents) the new system's requirements."
