Dr. John McLean, Superintendent of the Information Technology Division and Chief Information Officer at the Naval Research Laboratory, is the recipient of the 2008 Presidential Rank Award for Meritorious Senior Executive Service. Each year, the President recognizes and awards a small group of career Senior Executives with the President's Rank Award for exceptional long-term accomplishments. Winners of this prestigious award are strong leaders, professionals and scientists who are result oriented and consistently demonstrate strength, integrity, industry, and a relentless commitment to excellence in public service.
The Presidential Rank Award honors Dr. McLean for sustaining a distinguished record of achievement and leadership. As IT Focus Area Coordinator for the NRL Base Program, Dr. McLean brought significant changes to the Focus Area by reorganizing it around four core areas that directly address the Navy's current and future Network Centric Warfare mission requirements. Under Dr. McLean's leadership the Information Technology Division (ITD) has substantially increased its funding and expanded its research scope to include new topics that are directly relevant to the war on terrorism. During Dr. McLean's tenure, ITD has had an extraordinary history of scientific advancement and product development that has made a significant impact on improving U.S. warfighting capability and advancing the war on terrorism. Recent examples of ITD development include:
- Counter Insurgency Pattern Assessment suite (CIPA). By using ITD's patented geo-behavioral Orion technology, CIPA allows analysts to fuse and exploit intelligence for the purpose of predicting key terrorism-related targets and events. The suite was recently transitioned to U.S. Strategic Command's Global Innovation and Strategy Center, where it is being used to protect U.S. personnel and support operations in Iraq and Afghanistan.
- MDP, The Multicast Distribution Protocol. This protocol for reliable Multicast distribution has been adopted and deployed in several military systems, including the U.S. Army Force Battle Command, Brigade and Below (FBCB2) Command and Control system for deployment in Iraq and the Navy Information Screening and Delivery System (ISDS). Non-military users include the U.S. Postal Service (USPS) Very-Small Aperture Terminal (VSAT) Data Broadcast System, which uses MDP to transmit to over 10,000 post offices on a daily basis.
- Programmable Embedded INFOSEC Product (PEIP). This family of programmable, DoD grade, cryptographic devices will help modernize DoD's cryptographic infrastructure. Since members of the PEIP family have the ability to process ten channels concurrently, each unit can replace several devices now in use. PEIP family members have been fielded on board Virginia Class Submarines and in Minutemen silos. Future members will be used to modernize the cryptographic devices of the Fixed Submarine Broadcast System (FSBS) and the Minimum Essential Emergency Communications Network (MEECN) System.
- Environment Visualization Tool (EVIS). ITD led the development of this system that resulted in a 40% reduction in time to produce a contingency strike forecast when it was installed at the Defense Intelligence Agency (DIA) for use by Air Force forecasters to support Army's 18th Airborne Corps in Iraq. EVIS was transitioned to Fleet Numerical Meteorology and Oceanography Center (FNMOC) and turned into an Acquisition Category (ACAT) 1 Program of Record.
- Large Data Joint Capability Technology Demonstration. ITD-developed network nodes were deployed to many operational sites, including to U.S. Forces in Korea. They provide the first ever 10 gigabit per second and 2.5 gigabit per second Type 1 full rate encrypted wide area network connectivity, improving large data file transfer speeds by 500% and providing access to 450 terabytes of classified data, enabling remote locations to access Intelligence data that were here-to-fore unavailable to them.
As NRL's Chief Information Officer (CIO), Dr. McLean is the principle advisor to the Director of Research regarding NRL's corporate IT resources. He has been committed to a continual upgrade to NRL's High Performance Computing (HPC) assets, IT infrastructure, and IT security posture. Upgrades include: a fourfold increase in NRL's external network bandwith; new security testing procedures that have reduced computer incident by well over 90%; a new Public Key Infrastructure (PKI) to support e-business; and major improvements in state of the art HPC assets that have made NRL one of the World's top 100 Supercomputer Sites.
As an internationally recognized researcher in information assurance, Dr. McLean has fostered strategic change outside of the Navy, which in turn has also helped to advance both Navy and DoD interests. The research that Dr. McLean has conducted led to fundamental advancements in the field of formal software specification and analysis that continue to improve DoD software quality, while his work on computer security models continues to improve the security of DoD systems. His work has led to significant change in DoD-relevant research areas and influenced the international technical community, leading them to address areas of DoD interest that would have otherwise been ignored.
Dr. McLean is the US National Leader of the NATO Research and Technology Organization Panel in Information Systems and Technology, and a US Navy Representative to the Technical Cooperation Program (TTCP) C3I Group, where he previously served as the Chair and US National Leader of the Group's Technical Panel on High Assurance Systems and Defensive Information Warfare. During his career at NRL, he has also served as a Senior Research Fellow of the University of Cambridge's Centre for Communications Systems Research and as a member of the Scientific Advisory Committee of Cambridge's Isaac Newton Institute Program in Computer Security, Cryptology, and Coding Theory.
Dr. McLean has been an Associate Editor of Distributed Computing, Journal of Computer Security, ACM Transactions on Information and System Security, and International Journal of Information and Computer Security. He has also been Conference Chair for the IEEE Symposium on Research in Security and Privacy and Program Chair for that conference, the IEEE Computer Security Foundations Workshop, and COMPASS. He is the recipient of an Outstanding Paper Award from the IEEE Computer Society (1990), an NRL Distinguished Contribution Allowance (2000), and three NRL Alan Berman Research Publication Awards (1994, 1990, and 1987).
Dr. McLean came to NRL in 1980 as a research computer scientist. In 1988 he helped create ITD's Center for High Assurance Computer Systems, establishing and heading the Center's Formal Methods Section, and eventually became Director of the Center in 1994. He became the Acting Superintended of ITD in 2002, and was confirmed as Superintendent and appointed to the Senior Executive Service in 2003. Prior to becoming Superintendent, Dr. McLean was a member of the Senior Professional Service (ST) and NRL's Senior Scientist for Information Assurance. While at NRL, he has held positions as an Adjunct Professor of Computer Science for the University of Maryland, the National Cryptologic School, and Troisieme Cycle Romand d'Informatique.
