Personal Excellence Partnership Program



The Department of the Navy's Personal Excellence Partnership Program fosters collaborative partnerships between Navy and other public- and private-sector organizations nationwide to assist schools and youth-related groups in strengthening educational opportunities and help America's youth become better educated, more responsible citizens.

Under this program, NRL places special emphasis on supporting four local schools located near the Laboratory's main site in Washington, D.C. Presently, the NRL main site supports two local elementary schools: M.V. Leckie and Patterson; one middle school: Harris Educational Center; and one high school: Ballou Senior High School.

mentor imageNRL program coordinators and volunteers meet and work closely with school officials throughout the school year to plan activities that uphold school objectives. NRL volunteer support includes, but is not limited to, tutorial services, mentorship services, role model leadership, career awareness programs, science fair judging, communications training through a youth leadership program, tours of the Laboratory, and technical expertise to support surplus computers and peripherals donated to the schools by the Laboratory.

art imageTogether with NRL's Equal Employment Opportunity Office, which includes members of the NRL Diversity Committee, the Outreach Program sponsors an annual art and essay contest in joint observation of Martin Luther King Jr. Day and National African American History Month. Students from partner schools create works of art and write essays celebrating African American heritage. Their entries are judged by program volunteers and certificates are presented to the winners at a special ceremony hosted by NRL. Key goals of this project are to encourage pride in ancestry and history, and to develop writing and communication skills. This program also promotes achievement through competition.

Active partnership programs are in place at other NRL sites: three schools in Aberdeen, Maryland, have partnered with the NRL field site there and three schools in Calvert County, Maryland, are partners with NRL's Chesapeake Bay Detachment. NRL Stennis in Bay St. Louis, Mississippi, also maintains its own Community Outreach Program.
