Expedite processing of your FOIA request by making sure that it is properly addressed to the FOIA Coordinator of the activity that holds copies of the documents you want. If you think you know who has the record(s) you want, send your FOIA request to that activity's FOIA Office. If you are mistaken, their FOIA office will forward your request to the correct activity for processing and let you know who has it for action. If you do not know which Navy activity has the records you want, send your request to the Chief of Naval Operations.
FOIA requests to the Naval Research Laboratory should be clearly marked as such and sent to the following address:

Label both your request and its envelope "FREEDOM OF INFORMATION ACT REQUEST."
