Commander Jeff Plaisance was born in Baton Rouge, Louisiana. He attended the University of Southern California (USC) in Los Angeles, California on a Navy Reserve Officers' Training Corps scholarship. In December 1994, he graduated from USC with a Bachelor of Science degree in Biology and was commissioned as an Ensign.
After temporary duty as Assistant Schedules Officer at Air Test and Evaluation Squadron Nine (VX-9) at Naval Air Station (NAS) China Lake, California, Commander Plaisance reported to NAS Pensacola, Florida for Aviation Preflight Indoctrination and basic flight training in July 1995. In September 1996, he was winged as a Naval Flight Officer after completion of intermediate and advanced flight training while assigned to the 562nd Flight Training Squadron located at Randolph AFB, Texas. After completion of Fleet Replacement Squadron (FRS) training at Patrol Squadron THIRTY (VP-30) at NAS Jacksonville, Florida, he was assigned to Patrol Squadron EIGHT (VP-8) onboard NAS Brunswick, Maine in May 1997.
During his first operational tour with the “FIGHTING TIGERS”, he completed deployments to NAS Keflavik, Iceland and NAS Sigonella, Sicily. His ground assignments during this tour included Command Services Officer, Schedules Officer, Personnel Officer, Beartrap/Special Projects Officer, and NFO NATOPS Officer.
In October 2000, Commander Plaisance reported to Commander, Patrol and Reconnaissance Wing FIVE (CPRW-5) at NAS Brunswick where he served as the CPRW-5 Weapons and Tactics and Beartrap Instructor until July 2002. Following this tour, Commander Plaisance reported to Commander, Carrier Strike Group SEVEN onboard USS JOHN C STENNIS (CVN 74) where he served as Flag Secretary and Aide from July 2002 to July 2004. During this tour, he deployed to the PACOM AOR.
In August 2004, he reported to VP-30 at NAS Jacksonville, FL where he served as an FRS Instructor NFO. His ground duties included Weapons and Tactics Unit Assistant Officer-In-Charge and Command Services Officer. Thereafter, Commander Plaisance reported to the “RED LANCERS” of Patrol Squadron TEN, located at NAS Brunswick in December 2005. During this tour, he served as the Admin Officer, Training Officer, and Operations Officer and deployed to Kadena AB, Japan, supporting operations across the PACOM AOR. He also completed his Joint Professional Military Education (JPME) Phase I and was awarded the VADM Hayward Award for Outstanding Performance in Correspondence Education.
In December 2007, Commander Plaisance reported to the Joint Staff J-6, Command, Control, Communications, Computers, and Intelligence (C4I) Directorate, at the Pentagon in Washington, DC. During this tour, he served as C4I Action Officer and C4I Systems Branch Chief and was selected to be the 2009 J-6 Action Officer of the Year for his role in protecting military C4I systems. In December 2010, he transferred to the Office of the Chief of Naval Operations (OPNAV) Staff and served as a Battle Watch Captain in the Navy Operations Center until December 2011. In May 2012, Commander Plaisance reported to Scientific Development Squadron ONE as the Executive Officer. In July 2013, he took command of Scientific Development Squadron ONE.
