The Small Business Administration (SBA) offers information about programs and services for the small business community.  To learn about programs and services offered through the SBA, the NRL encourages all small business concerns to visit the SBA web-site.  Information is available on starting, financing, expanding, and growing your business. The web-site also provides a listing of SBA offices, outreach initiatives, and links to helpful information on programs such as:

  • SDB - A link for information on the Small and Disadvantaged Business Program.  Discusses applying for certification and eligibility requirements.
  • Woman Owned Small Business Program - Discover the resources and guidance provided by the SBA to women entrepreneurs.
  • Veteran Owned Small Business Program - This site is dedicated to serving Veteran entrepreneurs. Find out about the assistance provided to veterans seeking to develop and start small businesses by the SBA.
  • HUBZone Program This site provides guidance on the Historically Underutilized Business Zone Program.
  • All Small Mentor Protégé Program -This Site provide guidance on the SBA’s Mentor Protégé Program.

The Office of Naval Research & The Naval Research Laboratory

The Office of Naval Research (ONR) and the Naval Research Laboratory (NRL) have coordinated their efforts to better serve the small business community in providing the best information possible.  Some specific topics of interest at the Office of Naval Research and/or the Naval Research Laboratory are:

Subcontracting Plans - Information regarding requirements for and establishing Small Business Subcontracting Plans is available at ONR Small Business Programs. All Subcontract plans should be monitored using Electronic Subcontract Reporting System.

Small business concerns, small disadvantaged business concerns, Historically Black Colleges and Universities, and HUBZone Small Business concerns may submit proposals under a BAA topic listed.

Department of Defense

ACQWeb is the official web site for the Office for the Under the Secretary of Defense for Acquisition, Technology and Logistics.  It is accessible to the public and contains vast amounts of information about the Department of Defense's functions, activities, and projects.

  • Department of Defense, Office of Small Business Programs (OSBP) web site is a good site to download publications (i.e. Subcontracting Opportunities with DoD Major Prime Contractors, Listing of DoD Offices and Small Business Specialists, Handbook "Selling to the Military", DISA deskbook, etc.), look at procurement forecasts and learn about various Small Business Programs. The official web-sites for the programs are listed below:
  • Mentor Protégé Program - Provides valuable information about the Mentor Protégé  program, including a list of current
    participants, success stories, contacts, etc.
  • Women-Owned Small Business Program - This web-site highlights the Department of Defense’s efforts to achieve the 5% goal for awarding contracts to women owned small businesses as prime contractors and subcontractors.
  • Historically Black Colleges and Universities (HBCUs) - This web-site discusses the agreements made by the Department of Defense to provide technical assistance to minority institutions, which includes Historically Black Colleges and Universities.
  • Service Disabled Veteran-owned Small Business Program -The Department of
    Defense (DoD) has identified small business concerns owned and controlled by veterans and service disabled veterans. The purpose is to improve prime and subcontracting opportunities for veteran and service-disabled veteran owned small business concern.
  • DoD Comprehensive Subcontracting Plan Test Program - This test program allows for the negotiation and administration of comprehensive ("company-wide") small business (SB) subcontracting plans, versus individual SB subcontracting plans. The purpose is to reduce administrative burdens on large business concerns while improving subcontracting opportunities for small business concerns.
  • DoD, Office of Small and Small Disadvantaged Business Utilization Regional Councils - There are eight regional councils sponsored by the DoD ‘s SADBU office. The DOD Regional Councils for Small Business Education and advocacy are a nationwide network of small business specialists organized to promote the National Small Business Programs of the United States.

The Small Business Innovative Research (SBIR) Program and the Small Business Technology Transfer (STTR) Program were designed to encourage small businesses and small disadvantaged businesses to be technically innovative in meeting the needs of the Department of Defense in the area of research and development. The Procurement Technical Assistance Cooperative Agreement Program ( is a program administered by the Defense Logistics Agency on behalf of the Secretary of Defense. Under this program, Procurement Technical Assistance Centers (PTACs) provide assistance to business firms that want to sell goods and/or services to Federal, state and local governments. The Procurement Technical Assistance Center for the Washington, D.C. metropolitan area is available at Located in Washington DC.
