Dr. Victor Chen Elected IEEE Fellow

Dr. Victor Chen, an electrical engineer in the Radar Division at the Naval Research Laboratory, has been elected a Fellow of the Institute for Electrical and Electronics Engineers (IEEE). He is recognized "for contributions to time-frequency analysis for radar imaging and target feature extraction." Dr. Chen was nominated and evaluated by the IEEE Aerospace and Electronic Systems Society.

According to Mr. Richard Ford of the Radar Division, "Over the past decade, Dr. Chen has devoted great efforts to the investigation of time-frequency analysis for radar-specific applications. This approach proves to be superior to traditional analysis in either the time domain or the frequency domain. He is the first to develop the time-frequency based image formation method. Dr. Chen published the first paper on this approach in 1994. In 2000, he was first to show time-frequency micro-Doppler signatures of a walking person. This method provided detailed time-varying Doppler frequency information unavailable with the traditional frequency representation. Dr. Chen's work on time-frequency analysis to radar applications is now being incorporated into advanced research and development programs. These programs include landmine detection, using forward-looking ground penetrating radar by the University of Florida, detection of accelerating targets in over-the-horizon radar by the Defense Research and Development Center of Canada, and analysis of radar micro-Doppler signatures by the Norwegian Defense Research Establishment."

Dr. Chen received his Ph.D. degree in electrical engineering from Case Western Reserve University, Cleveland, Ohio, in 1989. He joined the Radar Division in 1990. Since then, Dr. Chen's work has focused on synthetic aperture radar imaging, time-frequency applications to radar imaging and signal analysis, radar imaging of ground moving targets, and micro-Doppler effect in radar. He has published more than 115 papers and articles in books, journals and proceedings. Dr. Chen has authored the book entitled Time-Frequency Transforms for Radar Imaging and Signal Analysis.

"Dr. Chen's efforts in time-frequency have now been internationally recognized," concludes Mr. Ford. In 2001 the NATO Research and Technology Agency arranged for him to be invited by the Norwegian Defense Research Establishment to give a series of seminars on time-frequency applications to radar. Dr. Chen also gave a number of talks on the subject of radar time-frequency applications at NATO Technical Group meetings, The Technical Cooperation Program meetings, and to universities. Based on his original work, the Office of Naval Research International Field Office created a research project on time-frequency processing for radar imaging in 2001, which was under the Naval International Cooperative Opportunity Program and involving six NATO countries.

Dr. Chen continues to dedicate much of his time to serve the IEEE community and other related communities. Since 2004, he has served as associate editor for IEEE Transactions on AES (Aerospace and Electronic Systems) for Radar Systems. Dr. Chen also served as guest editor for IEEE Proceedings-Radar, Sonar, and Navigation in 2002-2003 and guest editor for the EURASIP Journal on Applied Signal Processing in 2005-2006.

His awards include the NRL Review Award in 1998, the NRL Alan Berman Research Publication Award in 2000 and in 2004, and the NRL Technical Transfer Award in 2002.
