To provide world-class basic and applied research in the areas of optics, photonics, and electro-optics to enhance and transform U.S. Navy and Department of Defense warfighting capabilities.

To be the most creative and significant DoD research organization in the areas of optics, photonics, and electro-optics. In the near term, to provide innovative solutions to existing Navy needs; in the long term, to invent and develop breakthrough capabilities to ensure the technological superiority of US forces in any future engagement.

Core competency areas include: detection of chemical and biological agents, wide area electro-optic and infrared surveillance, development of novel optical fibers and materials, high speed and free space optical communications, RF Photonics, and fiber optic sensors for acoustic, magnetic, and vibration measurements.

Persistent Surveillance, Infrared Countermeasures, Multi-Intelligence Systems, Flat Panel Electro-Optical Systems, New Emitters (including Lasers) and Detectors, New Transmissive Materials, Quantum Devices and RF Photonics.
