Mr. John Young, a patent attorney in the Office of Counsel of the Naval Research Laboratory, was awarded the 2010 Defense Procurement, Acquisition Policy, and Strategic Sourcing Program (DPAP) team excellence award. The award sponsored by the Department of Defense (DoD) Defense Procurement and Acquisition Policy Office (DPAP) recognizes individuals and project/program/organizational teams that successfully facilitate eBusiness adoption, implementation and progress. The award was presented in March 2010, in San Antonio, Texas, at the annual Defense Procurement eBusiness Conference.
Young was recognized as part of a team regarding the Navy's intellectual property development and protection of the Service Contract Act Price Adjustment Calculation Tool prototype (SCA-PACTp). SCA-PACTp, developed at NAVFAC Northwest, Silverdale, Washington, is a comprehensive translation of Federal Acquisition Regulation and Code of Federal Regulation policy related to the Service Contract Act into a mathematical calculation for economic factors of a contract price adjustment. SCA-PACTp is conservatively estimated to provide a one-year cost savings of $243 million dollars at the DoD level, based on 2007 FPDS contract values. The SCA-PACTp team awardees included the inventor; Laura Wade-Carr, contract specialist and SCA-PACTp program manager; Lynn Forbes, labor supervisor; Michael Hansen, IT specialist NAVFAC Northwest; Kim Hussey, labor advisor, NAVFAC HQ; and Frank Dean, labor supervisor, Deputy Assistant Secretary of the Navy for Acquisition and Logistics Management. Young was recognized for his efforts in protecting the Navy's intellectual property by preparing and filing a patent application for this business method.
Young received his bachelor's degree in electrical engineering at the University of the District of Columbia, in 1979. He received his master's degree in engineering administration at George Washington University, in 1989, and he received his law degree from the District of Columbia School of Law, in 1994. Mr. Young is a Viet Nam-era veteran of the United States Army. He also represented the Hewlett Packard Company, selling computers to NRL in the mid 1980's, and was a volunteer intern in NRL's Office of Counsel Patents during law school. Mr. Young is currently an associate patent counsel at NRL's Office of Counsel, Intellectual Property.
DPAP is responsible for all acquisition and procurement policy matters in the Department of Defense. The DPAP office serves as the principal advisor to the Under Secretary of Defense for Acquisition, Technology and Logistics and the Defense Acquisition Board on acquisition/procurement strategies for all major weapon systems programs, major automated information systems programs, and services acquisitions.
