WASHINGTON - Secretary of the Navy, the Honorable Josephus Daniels, broke ground for NRL's Building I on December 6, 1920. It was Secretary Daniels' interest in advancing the technology of the Navy and his initiative, as the first government official to take action to deal with the new conditions of warfare, which led eventually to the establishment of NRL. ADM R.E. Coontz, USN, then Chief of Naval Operations, is to the immediate right of the Secretary and in the background. RADM William Strother Smith, USN, NRL's first Director, appears further to the right and in the foreground. [Ref. 21-060053]
