WASHINGTON - U.S. Naval Research Laboratory Dr. Francis J. Klemm as the Vehicle Research Section Head of the Offboard Countermeasures Branch in the late 70’s or early 1980’s time frame. At this time, he was responsible for the development of decoy vehicles for the branch and subject matter expert for the international Nulka program with experience in the payload, vehicle, and the tactical usage.
