Dr. Edward Franchi, the Associate Director of Research for the Ocean and Atmospheric Science and Technology Directorate at the Naval Research Laboratory, has received The Technical Cooperation Program 2010 Personal Achievement Award. He is recognized for his contributions to TTCP Collaboration on the Maritime Systems Group, Technical Panel on ASW Systems and Technology.
The award was presented to Franchi by The Honorable Zachary J. Lemnios, the Assistant Secretary of Defense for Research and Engineering and Dr. David A. Honey, Director Research Directorate and the US TTCP Principal, in a ceremony at the Pentagon Hall of Heroes on April 21, 2011.
Franchi is noted for his significant contributions and strategic vision in leading the ASW Systems and Technology Panel (MAR TP-9) as Panel Chairman from October 2002 to October 2009. Franchi's sustained leadership, effective consensus building, and steadfast vision for research directions over the past decade has been instrumental in maintaining an active collaborative program and an extensive trials program in an environment that has become increasingly challenging over the years as ASW research budgets have decreased.
At NRL Franchi is responsible for providing executive direction and technical leadership for six research divisions in the fields of acoustics, remote sensing, oceanography, marine geosciences, marine meteorology, and space science. He is an internationally recognized expert in underwater acoustics research and anti-submarine warfare and mine warfare technology.
His personal research focuses on underwater acoustics scattering and reverberation. He has played major roles in Navy low frequency active sonar programs. He is the U.S. representative to the Scientific Committee of National Representatives for the NATO Undersea Research Centre.
Franchi graduated from Clarkson University in 1968, with a bachelors of science degree in mathematics. He received his masters of science degree in1970 and his doctorate in 1973, both in applied mathematics from Rensselaer Polytechnic Institute.
The TTCP is an international organization that collaborates in defense scientific and technical information exchange; program harmonization and alignment; and shared research activities for Australia, Canada, New Zealand, the United Kingdom, and the United States.
TTCP has prospered for 50 years in large part because of award winning collaborations such as those sustained by Franchi.
