The selection for award of proposals submitted in response to the BAA will be primarily based on a scientific review. The major purpose of the review will be to determine the relative merit of the proposed technical approach and its relationship to areas of research interest stated in the BAA. Business and contractual aspects, including proposed cost and cost realism, will also be considered as part of the evaluation. Selection of proposals for award will be based on the potential benefits to the Government weighed against the cost of the proposals, in view of the availability of funds. Awards may be made as contracts, grants, or cooperative agreements as appropriate.


General Information

In the case of funded proposals for the production and testing of prototypes, NRL may add a line item or contract option for the provision of advanced component development or for the delivery of additional prototype units.

Proposals that do not involve efforts described in the Budget Activities outlined below are not appropriate under this BAA and are not desired. Engineering and technical support services proposals are not appropriate. These usually involve performing work directed toward the accomplishment of a specified task, often on a level-of-effort basis. This BAA seeks proposals for technical and scientific investigation directed toward advancing the state-of-the-art or increasing knowledge and understanding. A determination of appropriateness will be made on a case-by-case basis.

Budget Activity 1, Basic Research. Basic research is systematic study directed toward greater knowledge or understanding of the fundamental aspects of phenomena and of observable facts without specific applications towards processes or products in mind. It includes all scientific study and experimentation directed toward increasing fundamental knowledge and understanding in those fields of the physical, engineering, environmental, and life sciences related to long-term national security needs. It is farsighted high payoff research that provides the basis for technological progress. Basic research may lead to: (a) subsequent applied research and advanced technology developments in Defense-related technologies, and (b) new and improved military functional capabilities in areas such as communications, detection, tracking, surveillance, propulsion, mobility, guidance and control, navigation, energy conversion, materials and structures, and personnel support.

Budget Activity 2, Applied Research. Applied research is systematic study to understand the means to meet a recognized and specific need. It is a systematic expansion and application of knowledge to develop useful materials, devices, and systems or methods. It may be oriented, ultimately, toward the design, development, and improvement of prototypes and new processes to meet general mission area requirements. Applied research may translate promising basic research into solutions for broadly defined military needs, short of system development. This type of effort may vary from systematic mission-directed research beyond that in Budget Activity 1 to sophisticated breadboard hardware, study, programming and planning efforts that establish the initial feasibility and practicality of proposed solutions to technological challenges. It includes studies, investigations, and non-system specific technology efforts. The dominant characteristic is that applied research is directed toward general military needs with a view toward developing and evaluating the feasibility and practicality of proposed solutions and determining their parameters. Applied Research precedes system specific technology investigations or development. Program control of the Applied Research program element is normally exercised by general level of effort.

Budget Activity 3, Advanced Technology Development (ATD). This budget activity includes development of subsystems and components and efforts to integrate subsystems and components into system prototypes for field experiments and/or tests in a simulated environment. ATD includes concept and technology demonstrations of components and subsystems or system models. The models may be form, fit and function prototypes or scaled models that serve the same demonstration purpose. The results of this type of effort are proof of technological feasibility and assessment of subsystem and component operability and producibility rather than the development of hardware for service use. Projects in this category have a direct relevance to identified military needs. Advanced Technology Development demonstrates the general military utility or cost reduction potential of technology when applied to different types of military equipment or techniques. Projects in this category do not necessarily lead to subsequent development or procurement phases, but should have the goal of moving out of Science and Technology (S&T) and into the acquisition process within the future years defense program (FYDP). Upon successful completion of projects that have military utility, the technology should be available for transition.

Evaluation Information

The Naval Research Laboratory is strongly committed to providing meaningful subcontracting opportunities for small businesses, small disadvantaged businesses, woman-owned small businesses, HUBZone small businesses, veteran-owned small business, service disabled veteran-owned small businesses, historically black colleges and universities, and minority institutions through its awards. Awards made as contracts to small businesses at any value or to other than small businesses that are less than $700K, a "statement of commitment to small business" will be evaluated to ensure that it supports this policy.

For proposed awards to be made as contracts that exceed $700K to other than small business, the offeror is required to submit a Small Business Subcontracting Plan in accordance with FAR 52.219-9. As such Subcontracting Plans will be evaluated to ensure that submissions are compliant with FAR Subpart 19.7.

For proposed awards to be made as contracts to other than small businesses, the socioeconomic merits of each proposal will be evaluated based on the extent the offeror's commitment in providing meaningful subcontracting opportunities for small businesses, small disadvantaged businesses, women-owned small businesses, historically underutilized zone (HUBZone) small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, and other concerns subject to socioeconomic considerations through its awards.

Specific criteria that will be used to determine if a proposal merits award are as follows:

  1. The offeror's ability to implement the proposed approach as demonstrated by specific accomplishments in the technical field to be studied,
  2. The degree to which technical data and/or computer software and documentation to be developed under the proposed effort will be delivered to the NRL with sufficient rights necessary to meet NRL research and development objectives.
  3. Experience and qualification of the principal project personnel and the institution or corporation submitting the proposal.
  4. Past performance.
  5. Facilities of the recipient
  6. Proposed cost and cost realism.

Administrative Requirements

Subcontracting Plans: All successful contract proposals, with the exception of small business concerns, that exceed $700K shall be required to submit Subcontracting Plans. Subcontracting Plans will be required prior to award in accordance with FAR 52.219-9.

Statement of Commitment to Small Business: For proposed awards made as contracts to business at any value or to other than small businesses that are less than $700K, the offeror shall provide a statement which demonstrates how they intend to provide meaningful small business subcontracting opportunities.

Security Classification Requirements

Security Classification: "DoD Contract Security Classification Specification", will not be provided at this time, since the Naval Research Laboratory (NRL) is soliciting ideas only. If access to classified material/information will be required at any point during performance, the offeror must clearly identify such need in the Technical Proposal. After reviewing the incoming proposals, if a determination is made that the award instrument may result in access to classified information, a Department of Defense (DD) Form 254 will be attached and FAR 52.204-2 - Security Requirement will be incorporated into the contract award.
