Mission

The Tactical Electronic Warfare Division (TEWD) is responsible for research and development in support of the Navy's tactical electronic warfare requirements and missions. These include electronic warfare support measures, electronic countermeasures, and supporting counter-countermeasures, as well as studies, analyses, and simulations for determining and improving the performance of Electronic Warfare (EW) systems.

TEWD's Electronic Warfare Strategic Planning Organization is the focal point for interaction between the Lead Laboratory for Tactical Electronic Warfare and the Fleet and program offices in the System Commands (SYSCOMS), Office of the Chief of Naval Operations (OPNAV), Secretary of Navy (SECNAV), Office of Naval Research (ONR), and the Office of the Secretary of Defense (OSD), as well as other Services. The EWSPO identifies EW deficiencies and requirements and establishes strategic plans for countermeasures, tactical deception, and EW.

 

 

Core Capabilities 

 
  • Signature Technology Office - Performs research and manages and coordinates an integrated, comprehensive research and development program addressing all aspects of signature control and counter-signature control as they apply to Navy and other Multi-Service and Agencies platforms.
 
  • Offboard Countermeasures Branch - Conducts applied research, exploratory development, and advanced technology demonstrations of electronic warfare techniques, technologies, vehicle research and subsystems, and tactics for deployment from ships and aircraft with the goal of denying, degrading, and deceiving an adversary's use of the electromagnetic spectrum.
 
  • Electronic Warfare Support Measures Branch - Engages in the research and development (R&D) of advanced passive electronic warfare systems (ESM) and conducts R&D, prototype design, and operational testing of ESM systems and subsystems associated with all disciplines of modern ESM systems. The ESM Branch also provides support to the Intelligence Community, particularly in the area of special signal collection.
 
  • Aerospace Electronic Warfare Systems Branch - Focuses on conception, development, demonstration and transition of techniques and technologies that perform advanced radio frequency (RF) electronic warfare (EW) for naval air, sea and land requirements. The Branch's Communication Countermeasures Laboratory has the capability to create, analyze and tailor communication EW waveforms and techniques and to quantify their effectiveness against a wide array of modern signal classes.
 
  • Surface Electronic Warfare Systems Branch - Responsible for research, design, and development of on-board electronic warfare (EW) technologies, techniques, and systems to deny or degrade hostile use of the electromagnetic spectrum and protect Naval Ships.   • Advanced Techniques Branch - Conducts applied research to evaluate systems and concepts to protect Naval and Marine Corps forces. High fidelity digital simulations in both the Electro-Optical/Infra-Red and the RF regimes are developed and applied to examine the relationships between threat missiles, US Naval Ships, and electronic warfare techniques. These digital models are validated with lab and field measurements that use calibrated instrumentation and missile seeker hardware that is developed and operated by Branch staff.
 
  • Integrated EW Simulation Branch - Conducts a multifaceted simulation program to advance U.S. Navy research, development, test, and evaluation (RDT&E). Under Office of the Chief of Naval Operations sponsorship, the Branch provides for the research, development, operation and maintenance of RF anti-ship missile (ASM) simulators, a large hardware-in-the-loop (HIL) simulation facility, known as the Central Target Simulator or CTS, and specially-equipped aircraft to conduct ASM simulation RDT&E in an at-sea environment. The Branch also includes a Special Projects Section, which conducts engineering investigations and performs analysis of military hardware in support of threat simulator and electronic countermeasure developments.
 
  • Electronic Warfare Modeling and Simulation Branch - Develops and utilizes simulation and modeling tools for the effectiveness evaluation of present, proposed, and future electronic warfare (EW) concepts, systems, and configurations for U.S. aircraft and ships. This work is conducted across five functional areas: collection and formulation of basic requirements and determination of EW effectiveness criteria; survey of EW candidate systems for in-service capabilities and state-of-the-art/R&D technologies; development of modeling and simulation tools required to conduct effectiveness evaluations; systematic application of tools and procedures in the evaluation of EW systems; and reporting of individual candidate evaluation results to identify R&D performance metrics.
